Expanded roadway scope targets central terminal access as phased construction advances across LAX
Skanska, working in a joint venture with FlatironDragados, has secured a $445-million contract to modernize roadway infrastructure at Los Angeles International Airport, moving a major landside access package at the nation’s third-busiest airport deeper into active construction.
The contract, announced Jan. 2, was awarded by Los Angeles World Airports (LAWA), which owns and operates LAX. Skanska said the work is part of the Airfield and Terminal Modernization Program (ATMP) Roadway Improvements project, focused on reconfiguring access and circulation within the airport’s Central Terminal Area.

ENR previously reported that the Skanska–FlatironDragados joint venture won a $323-million roadway contract at LAX in September 2025, an earlier package within the same ATMP program, reflecting LAWA’s phased delivery of the access work.
In November 2025, LAWA said the Los Angeles Board of Airport Commissioners approved $1 billion in additional funding for the final phase of construction of the ATMP plan as part of its broader $30-billion capital improvement program.

The ATMP encompasses airfield, terminal and landside improvements across LAX’s footprint. According to LAWA, the roadway package includes 4.4 miles of replaced and reconfigured roadways designed to separate airport-bound vehicles from local traffic along Sepulveda Boulevard and surrounding streets.
The work will create dedicated airport roadways serving the Central Terminal Area and is expected to remove more than 500 vehicles from local street queues at any given time. Ingress roadways—including new CTA access points, pedestrian bridges and connections to the Ground Transportation Center and economy parking—are scheduled for completion by May 2028, according to the project timeline.
The broader scope includes roadway reconfiguration, construction and modification of bridge structures, upgrades to traffic signals and deployment of intelligent transportation systems. The work is being carried out while maintaining full airport operations, requiring phased construction and active traffic management.

The roadway work will proceed amid overlapping access construction across the Central Terminal Area, where terminal redevelopment and the airport’s automated people mover system are advancing in parallel. That concurrency heightens the importance of sequencing and coordination among multiple contractors operating within a constrained footprint.
Construction on the mail airport proiect is scheduled to pause in July 2028 to accommodate the Summer Olympics in Los Angeles, then resume and continue through completion in mid-2030, according to project documents.
In announcing the contract, Skanska said it will record the project in the company’s U.S. order bookings for the first quarter of 2026.
Details on subcontractors, lane configurations, bridge quantities and traffic-staging plans were not disclosed. Neither Skaska nor LAWA was available for comment before press time.
Additional detailed roadway geometry, traffic-staging plans and bridge configurations are expected to be disclosed as LAWA advances construction milestones and board updates.
