Consertus Expands California Footprint With Buy of S2 Engineering

Deal strengthens positions in ‘key infrastructure market’ for both firms.

Miami-based professional services firm Consertus Inc. is expanding its West Coast footprint by purchasing Cucamonga, Calif.-based engineering, construction management, inspection and materials testing firm S2 Engineering, which has a portfolio of public infrastructure projects.

In a Sept. 16 announcement, Consertus, a portfolio company of RTC, highlighted S2 Engineering’s 25-year reputation for delivering engineering support, construction oversight and technical expertise in developing the state’s transportation infrastructure.

CEO Roy Block added that the S2 acquisition will enable both firms to deliver a broader scope of infrastructure services in the Golden State, a “key infrastructure market” for the industry. The deal terms were not disclosed. 

“S2 has built an outstanding reputation through decades of exceptional project delivery and trusted client relationships,” said Block. “Their strong presence in California, technical expertise, and longstanding agency relationships strengthen our position in a key infrastructure market and enhance our ability to support public sector clients across the region.”

Block said professional services firms face a “significant challenge” to innovate in a rapidly shifting market in an emailed comment. 

“The AEC industry, particularly professional services firms, has been slow to make the structural changes necessary to remain competitive in the long run,” Block said. “Those that don’t evolve risk being left behind as the industry accelerates toward more outcome-driven, technology-enabled solutions.”

RTC Partners’ Managing Partner, Tony Brindisi, called California one of the “most attractive long-term infrastructure markets in the country.” adding, “This transaction reflects our commitment to supporting strategic acquisitions that expand capabilities, strengthen market presence and create long-term value.”

S2 Founder and Principal Engineer Sagar Pandey said joining Consertus allows the firm to expand resources and expertise “while creating new opportunities for our employees.”

He added, “Just as importantly, it enables us to continue serving our agency partners with the same commitment and responsiveness that have defined S2 for more than two decades.”

According to Consertus, S2’s approximately 20 employees will continue operating from its Rancho Cucamonga headquarters and will maintain service to its existing clients. 

Consertus was ranked No. 22 on ENR’s Top 100 Professional Services Firms, reporting over $208 million in revenue.
