Gateway Funding Freeze Threatens a National Rail Artery

The Gateway Hudson Tunnel Project—a critical public works project underway on the Northeast Corridor—is being placed at existential risk by a decision that is nothing other than naked politics.

Infrastructure has long been considered a bipartisan issue, forcing ENR to enter a contentious lane we rarely travel. President Trump’s direct meddling in freezing before declaring termination of federal funding for Gateway is striking, not simply because it interrupts an active project, but because he understands—explicitly and repeatedly—why stopping work midstream is reckless. In fact, he has said as much when defending his own priorities.

Proceeding with construction of his new White House ballroom despite widespread public opposition, Trump framed any reversal as unrealistic and wasteful, writing that “there is no practical or reasonable way to go back,” then punctuating the point: “IT IS TOO LATE!”.

His reasoning is solid, but not his sole provenance—it is too late to stop the Hudson Tunnel—making his assault on this national undertaking even more outrageous.

Last fall, when federal payments were withheld and the project was placed under review, Trump made clear that Gateway’s fate was not being decided on engineering or financial grounds. On video, he described terminating programs his administration “didn’t like,” singling out projects long championed by Senate Minority Leader Chuck Schumer (D-NY). “It’s billions and billions of dollars that Schumer has worked 20 years to get,” Trump said. “It’s terminated. Tell him it’s terminated.” The statement came after Democrats rejected a Republican stopgap bill to reopen the government during the record 43-day shutdown. The president’s language can only be understood as explicitly punitive.

The Hudson Tunnel is not some conceptual proposal or discretionary add-on. Conceived after Superstorm Sandy flooded the century-old North River Tunnel in 2012, the project cleared environmental review, secured federal approvals, executed binding grant and loan agreements, awarded major contracts and began early works—with tunneling now imminent. Gateway officials have warned that prolonged funding uncertainty forces contractors to plan demobilization rather than execution, a reversal that risks permanent schedule slippage and higher restart costs.

Service is targeted for 2035, a timeline that reflects the scale and complexity of the undertaking. Interrupting the project mid-execution does not pause the clock. It breaks it.

Nor is Gateway a regional favor to the New York City area: It is a national artery that carries roughly 200,000 daily commuters and underpins economic activity across the heart of the country’s financial services industry. Its disruption ripples far beyond New York and New Jersey, immediately affecting contractors, labor and suppliers nationwide.

A president who argues—correctly—that stopping his own construction projects would be wasteful and irresponsible cannot credibly justify halting a far more consequential national megaproject out of political retaliation. That is not oversight; it is gross negligence bordering on sabotage. It will effectively raise costs, delay delivery and weaken trust in the federal government’s commitment to execute the very projects it authorizes.

Contractors should not be forced to price in partisan risk for federal procurements, nor should the government’s commitment depend on a loyalty test. The Republican Congressional majority—specifically its New York and New Jersey delegates—need to take immediate action. The president’s intentional meddling must stop now.
